How to Merge PDF Files in the Right Order

To merge PDF files, add two or more documents, arrange them in the sequence you want, select the merge action, and download the combined PDF. Check each document's page count before you start because the tool copies every page from the first listed file, then every page from the next file, continuing down the list.
The Merge PDF tool performs that work in your browser. Your contracts, forms, statements, or notes are not uploaded for processing. It accepts PDF files up to 200 MB each, shows the total page count, preserves the original page geometry, and creates a file named merged.pdf.
Put PDF files in the correct order before merging
File order controls the broad structure of the result. If your cover sheet should come first, put it at the top. Follow it with the main document, appendices, and supporting records. The visible list is the merge plan, so do not rely on filenames or the order in which your file picker happened to return documents.
Use Move up and Move down beside a document to change its position. The tool also displays each valid file's size and detected page count. Compare those counts with what you expect; an unexpectedly short file may be an incomplete export, while an unexpectedly long one may contain pages you did not intend to share.
The merger works at whole-document level. It does not interleave selected pages from separate files or let you move a single page before merging. If you need only part of a source, first extract pages from the PDF, then add that smaller PDF to the merge list.
How to merge PDF files with Tools on Deck
Prepare readable, unprotected PDFs and decide their section order before opening the tool. You can add files together or add more in later selections; new items appear after the files already in the list.
- Add at least two PDF files, each no larger than 200 MB.
- Review the filename, file size, and detected page count for every item.
- Use Move up and Move down until the visible file sequence matches the required document sequence.
- Remove any duplicate or unwanted file before processing.
- Select the button labeled Merge PDFs and wait for the local progress indicator to finish.
- Review Output size, then select Download merged PDF to save
merged.pdf.
Fix page order and rotation after merging
A whole-file merge can be correctly ordered while still containing one misplaced or sideways page. Open the result in the Rotate and Reorder PDF Pages tool when you need page-level corrections. Its thumbnail grid lets you rotate an individual page left or right, move it one position earlier or later, or delete it from the saved copy.
Use Rotate all left or Rotate all right only when the same quarter-turn belongs on every remaining page. Reset restores the original sequence, brings deleted pages back, and clears pending rotations. When the thumbnail order looks right, select Save PDF and then Download edited PDF.
Rotation does not turn the page into a screenshot. The editor adds your requested turn to any rotation already stored on that PDF page, while copied text, vectors, images, and dimensions otherwise remain intact. This is useful for packets made from portrait letters, landscape tables, and scans with inconsistent orientation.
Password-protected PDFs must be unprotected first
A password-protected PDF is rejected because the browser cannot read and copy its pages without the password. The merge interface does not include a password field or a protection-removal feature. If you are authorized to use the document, open it in software that supports its protection, enter the password, and save an unprotected copy before adding it.
Do not use an unknown online workaround for a sensitive file merely to bypass this limitation. Confirm that you have permission to remove the protection, and keep the original protected copy if it is part of your records. A PDF can also have editing restrictions that affect whether another application can create the unprotected copy.
If one file fails while several are being added, read the displayed error and check the list. Valid documents may still have been added. Remove any unintended items and make sure at least two readable PDFs remain before selecting Merge PDFs.
File size and quality in a combined PDF
Merging is not compression. The tool copies each source page into a new PDF instead of rendering it as a lower-resolution picture. Selectable text, vector artwork, existing image resolution, mixed page dimensions, and portrait or landscape geometry are retained. That protects quality, but it also means a group of large scans can produce a large result.
Output size is shown after the merge, not promised in advance. The size may not equal the simple sum of all inputs because the new PDF has its own internal structure, but you should plan for a result in the same general scale as its sources. If email or upload limits matter, reduce oversized scans before building the final packet rather than expecting the merge step to shrink them.
For a very large project, consider merging logical sections first and checking each one. You can then combine the verified sections. This makes missing chapters and accidental duplicates easier to find, while the Total pages figure provides a quick final check against your expected count.
Quick answers about merging PDFs privately
The files are read, copied, and assembled inside the current browser tab, so local merging avoids sending their contents to a conversion server. Keep the downloaded result in an appropriate folder and close the tab when finished, especially on a shared computer.
Arrange files before merging, use the page editor afterward for isolated order or rotation problems, and remove source protection only with authorization. The original PDFs are not changed; the tool creates a new combined document for you to review and store.
